The meter-before valve carries a triangular lock head: the bonnet is capped with a keyed mechanism that only a utility wrench opens, so the consumer cannot shut off or reopen their own supply. In a metering programme that is the difference between a connection the utility controls and one the tenant controls — and it is fitted at the consumer branch, not on the main. Ductile iron, epoxy, EPDM wedge, DN40–DN300 typical. The key is the system: one wrench per utility, and a lost key is a replacement lock, not a new valve.
