The 400X limits flow itself: a pilot senses the differential across an orifice in the main line and throttles the valve to hold the set flow, so the same valve caps the draw on a network that is being over-drawn and trims an over-pressure without closing anything. It is set at commissioning and then runs unattended, which is why it is common at the inlet of a zone. It needs the orifice and the pilot line kept clear, and it cannot create flow that the supply does not have — a flow limiter on a starved network just holds the valve open.
